Wash both cats and get them into the vet's office immediately. I can't say if the older one is beyond help at this point. Never use any other flea meds then Frontline or Advantage. Too many of them (including Hartz) are toxic to cats. I hope your cats recover, but you need to get them to a vet NOW.
